The Strengthening of Employment-cum-Guidance Programme aims to empower unemployed youth, particularly from marginalized communities, by providing them with resources, guidance, and opportunities to secure employment or prepare for competitive examinations. Key components include organizing job fairs in every district, upgrading Career Information Centres, providing access to information, employing trained counselors, organizing district-level job camps, and distributing study kits.
Key Components
Job fair logistics involve planning and executing job fairs to connect job seekers with local employers, engaging local businesses and industries, and offering workshops and seminars to enhance job readiness. Job fairs and camps are organized by every employment exchange across the state to provide job opportunities to candidates actively seeking employment.
Career Information Centres (CICs) are established in all employment exchanges across the state. These centers are upgraded to serve as modern resource hubs where candidates are provided with competitive examination-related books, newspapers, magazines, and other materials free of cost. Counseling services are also provided to assist youth in exploring career options and setting goals.
District-level job camps cater to specific qualifications and skills of local youth, matching them with relevant job openings. Skill assessments are implemented to evaluate candidates' competencies, enabling tailored job placements.
The distribution of study kits is a key initiative of the programme. The Bihar government provides free study kits to youth registered with employment exchanges to support their preparation for competitive examinations. Eligibility criteria include being a resident of Bihar, registration with an employment exchange for at least 6 months, an annual family income below ₹3 lakh, and proof of examination preparation. Priority is given to disadvantaged and marginalized groups such as Divyang, transgender individuals, women, SC, ST, OBC, and EBC. Each kit may include study materials, books, and resources tailored to specific competitive exams.
Implementation Considerations
Implementation considerations include community engagement through local media, community organizations, and educational institutions. The programme focuses on promoting awareness among marginalized communities, monitoring and evaluating performance metrics, and collaborating with educational institutions to enhance skill development. This holistic approach supports both immediate employment opportunities and long-term career growth, contributing to economic stability within the community.
